Ohio asks for a total disability rating or TDIU, an honorable-conditions discharge, and the home as a homestead. No wartime service. No income test. It then removes $58,000 of value from the taxable base, as certified by the Tax Commissioner.

โ˜…โ˜…โ˜… Missouri asks, for its exemption, that you were a prisoner of war. For the overwhelming majority of 100%-rated veterans, Ohio's benefit exists and Missouri's does not. There is no way to present that as a tie.

โ˜…โ˜… Missouri's answer for everyone else is a credit: income-tested to $48,000 and counting at most $1,550 of tax. Real, newly much more generous, and structurally smaller than an uncapped reduction in the base. How much it grew.

Ohio charges a mandatory auditor fee plus a county permissive tax, capped at 0.40% combined, low, but not nothing. Missouri is constitutionally prevented from imposing a new transfer tax at all.

โ˜…โ˜… For a VA buyer arriving with no deposit, the one-off cost at the table is the constraint that actually bites, and on that measure Missouri is the better state. The provision.

โ˜…โ˜… A structural difference worth understanding

Ohio's amounts sit in a statute and are adjusted every September by the Tax Commissioner. Missouri's exemption sits in the constitution and its credit in a statute.

โ˜…โ˜… That is why Ohio's figure moves quietly each year and Missouri's exemption has not moved at all through four legislative sessions of trying: a Missouri extension needs a public vote. โ˜… The same rigidity is what guarantees Missouri's transfer-tax bar. The constitution is harder to improve and harder to erode, in both directions.
